This guidance is being posted to inform employees and employers on the recently passed federal law.  The Guam DOL does not enforce this new program and any inquiries should be directed to the USDOL Wage & Hour Division.

Electronic Filing of Wage Complaints:
To electronically file a complaint with the Wage and Hour Division for wage violations, please do the following:

Send an email to :   wage.questions@nulldol.guam.gov , with the following information:

  • • Name
  • • Contact number(s)
  • • Name of employer
  • • Brief description of why you believe the employer may have violated labor laws

You will receive a phone call between 1-2 business days from an investigator. They will ask additional screening questions and guide you with additional information based on the allegations of your complaint.

In Person Complaint Filing:

NOTICECurrently, the Wage & Hour Division offices are CLOSED by Executive Order.  In Person Complaint Filing has been suspended until Government of Guam offices reopen for normal business.    Our staff are teleworking, so you may file a complaint using the electronic method above should you want to file immediately.

         Once DOL offices reopen:
Due to precautions necessary as a response to the Covid-19 pandemic, in person complaint filing will be done on an appointment basis only.  To schedule an appointment, you may call 300-4601/4602 to speak to a representative.   If no representative is available,  leave a message on the voice mail with your name, contact number and your call will be returned as soon as possible.  Availability for walk-in inquiries will be severely limited until further notice.
